Supports the teaching and learning of at-rish students in order to meet academic standards developed by the state.

To improve educational services for children and youth in local and trial state institutions for neglected or deliquent children and youth so that they have the opportunity to meet the same challenging state academic standards that all children in the state are expected to meet.

Ensures that students are taught by qualified and effective teachers, who are supported by effective school leaders, in order to improve students achievement.

Helps English Language learners attain English proficiency, so they may access the academic curriculum and obtain the knowledge and skills to meet state academic standards.

Provides support for:
* A well-rounded education of students
* To improve conditions for learning
* To support technology in learning

Supports the creation of opportunities for academic enrichment during non-school hours for children, particularly students who attend high-porverty and low-performing schools.

Provides funds to rural school divisions serving concentrations of children from low-income families.
